		<description>The controversy reported in this article has been going on since the early 1970's.  The 1994 law was passed to redress the extremes of previous practices in the child welfare field which, by and large, prevented the placement of African American children with white families. The result of this prohibition was that fewer black children were placed in permanent homes than before when trans racial placements were more frequent.

We need reasonable policies which help white families understand the implications of trans racial placements while not focusing upon race as the only criterion for placement.</description>
